Subject: Applicant Fingerprinting

On March 10, 2020, Governor Charlie Baker declared a State of Emergency (“Order”) in the Commonwealth of Massachusetts due to the outbreak of the 2019 novel Coronavirus (“COVID-19”). On March 23, 2020, the Administration announced a further order directing all non-essential businesses to close until May 4, 2020. This bulletin supplements and updates the Cannabis Control Commission’s (“Commission”) bulletins issued in March, which can be found here.

In light of the current state of emergency, the Commission is aware that applicants may have difficulty, at this time, obtaining fingerprinting in accordance with 935 CMR 500.101(1)(b)2.f. Applicants with questions regarding fingerprint appointments should contact IDEMIA customer service at (866) 349-8130 or visit https://www.identogo.com.    

As of March 31, 2020, the following IDEMIA IdentoGO Fingerprint Enrollment Centers are open or have altered hours of operation(1):

Open:
• Boston – Dry Dock
• Haverhill
• Pocasset
• Waltham
• Worcester

Open with altered hours:
• Brockton
• Chelmsford
• Danvers
• Dedham
• Milford
• Rockland
• Springfield
• Westport
• Webster

Additionally, it may not be possible for some individuals to travel during this time to be fingerprinted. If you are unable to have some or all of the individuals required to be fingerprinted as part of a license application that has been deemed complete, you may notify the Commission at Licensing@CCCMass.com to that effect. The Commission may impose a licensing condition that all individuals be fingerprinted prior to final licensure.

For individuals required to be fingerprinted as part of a laboratory agent application and are unable to be fingerprinted at this time, the Independent Testing Laboratory may submit a waiver request pursuant to 935 CMR 500.850 to approve the laboratory agent pending future fingerprinting. The Commission’s review of background checks remains ongoing; however, some elements may be delayed contingent upon the availability of materials and access to information.
